high value target defense? For example as part of the convoy protecting a president's car, if someone attempts to assassinate the president by driving a car-bomb at him or similar, that'd be pretty effective. Maybe not on a fucken Prius, but you get the idea

mostly because its pretty hard to get a car with a 20mm to keep rolling at full speed for as far as i know there sure is a noticable decrease in speed when these planes shoot them

difficult to say, and depends on the composition of the round. 20mm is usually not just a chunk of jacketed lead.
