In terms of self sufficiency I think it's necessary only to have home industry where there's a reasonable risk to access to the resources. If the global market for a crucial good is sufficiently diverse then the chances that all of them will stop selling to you at once are low. If however you get all your rare earth metals from China, a resource crucial for high tech equipment, you really ought to foster a home industry through government action.
