The oil price thing is some technical issue with the front month May2020 future expiring today and everyone rolling to the June2020 contract. The true price is likely closer to where the June contract is trading, around $22.
And likely that with the physical oil for May going to have to be delivered and there is literally no where to store it so no one wants it.

There was some specific crude oil contract in the U.S. used for asphalt that was trading at a negative price recently because literally no one had room to store it and it had to be delivered per the contracts so people were getting paid to take the oil.

I remember reading about some Oil in NORTH Dakota that was priced at -.50 cents before being corrected at $1.50 a barrel
Maybe that was the one I was thinking of. It was some dirtier crude in the U.S. that mainly gets used for asphalt.
Looks like there's even some oil in Canada that's at negative currently too
