tldr: alcohol consumption rates declined so far that they’ve never recovered, prohibition was actually pretty popular, and despite all the big memes crime did not actually increase to any significant degree as a result of prohibition

It might work for United States but I can't even imagine prohibition working in any Slavic nation. Alcohol not only is culturally ingrained here but also people are extremely crafty. Making your own alcohol (both legally and illegally) is common.

It's goal was not to limit alcohol consumption which you can do effectively by increasing price (taxes) on it. It's goal was to stop it.

The stated goal of prohibition was to eliminate the use of alcohol within the US. All they did was make a few criminals very rich and lower the consumption rate by a few %. Success? you decide.
Gorbachev did a short experiment with partial prohibition. It caused a few hundred deaths when alcoholics were driven into the wilderness or something. Been a while I read about it.
