You could just deport them and pay them an adequate sum either way.
I don't see the emotional issue with Pakis in Britain outside of maybe family which is only an issue with mixed race ppl. The rest at best have a superficial attachment to the country. Maybe they won't fit back into Pakistan but certainly they'll never fit into Britain.
That being said if you don't want to repatriate them to their ancestral homeland you might as well internally deport them, of course stripping them of citizenship
Setting it up might be hard to do in Britain though given the lack of space/housing etc. nvm you'd have to basically build cities from scratch
Anyway the primary reason a Paki would refuse to leave is probably the welfare state so I figure if you offered a regular payment for leaving equivalent to the drain they already are (but that money travelling further adjusted for purchasing power) they'd take it rather than a Lump sum fuck off bribe
