Or a mistake was made. Or there was misreporting at one of the 4 different levels of monitoring. Or the standards for reporting were wrong. Or there was deliberate fudging of numbers by again one of the 4 different levels of monitoring or from one of the 10 different government branches and international agencies involved in the outbreak.
