The advantage with international waters is that there's no population that needs to be taken over numerically and there's a legal framework which would allow a state to form pretty easily
There's a state of the knights of malta without any actual territory which is internationally recognized
States have jurisidction over ships flying their flag
The implication is you could just take a ship, declare a state and have it be extraterritorial territory

The problem with a project like that is that you need a much larger investment for things like food, medicine, and basic infrastructure. You need lawyers, doctors, engineers, manual laborers, agricultural workers, and women for all of them

Main issue is marketing and setting it up
