I believe some criminals are predisposed to criminality by birth, and no amount of rehabilitation will change that. Those people should get the bullet. The others, who commit crimes because of unfortunate circumstances should be attempted to be rehabilitated, but should still be punished for what they did.

Well keep in mind though, social engineering is key to keeping your population devoted to the ideals of your nation. Reducation camps are often key to this, weither it be in the form of public education, youth groups, or gulags. The best way to keep your people loyal is to make them think that their idea to be loyal was in fact their idea. Mass killing political dissidents while fun, is often not as effective as just brainwashing them.
