No. It wasn't about the Confederacy winning. In the novel, there was one word different in the Declaration 1776... and that made all of the difference. ;)

I usually drop the Barney Rubble. One group asked me to add my nickname in that group to the Discord name, so I usually shorten my server nickname back to just Mhoram. :)

Back to TPB... there were changes that happened after the difference in the Declaration... like President Washington showing up at the Whiskey Rebellion, and dying... and Washington's REAL history vilified him. :)

Yes, it was sort of a What-if book, but isn't all science fiction what if? ;)
It was very well put together. It was pushed that everyone take advantage of gun ownership to cut down on crime.
They made the point that 78% of the populace carried firearms... Sorta stopped most crime. ;)
Actually, the main character was a native American policeman detective... who existed on this alternate Earth... Yes, there was a "multi-verse" element to the series overall.

I would read the novel, not the graphic novel version. A lot of the impact of the plot is breezed over in the graphic novel.
