because they know they wont win

so instead they focus on swing states

states that have somewhat a good amount of electoral votes

but have been fairly neutral on democrats and republicans

such as kentucky

all of these states are swing states

they can swing either way

and people campaign really hard in these states to focus on these issues

that's how clinton lose her swing votes in the northern rust belt

And campaigned in a safe blue region

and that's the electoral election basically

people campaign mainly in the lessly-populated states

while they won't bother with party strnogholds

nor will you try to see Trump trying his best to campaign in California
