reason 1 - they failed to provide evidence as claimed by judge
Reason 2 - larger fish situation where law enforcement hope by letting them go they get more out of it than having them in jail
reason 3 - tinfoil hat - someone(s) with pull in the US justice system has a vested interest allowing people who plot school shootings to be at large in the US
Reason 4 - Entrapment scheme gone awry.
Since the Gunwalker scandal this is my go-to conspiracy template.
Because the FBI are human beings and probably operate more like 'Dilbert' or 'Office Space' than '24' or 'Law & Order'.
And if there's one thing I know about hierarchical organizations it's that covering your own ass is priority number one, above all other missions.
