At what point do people realize that immigration laws and walls won't work? EU and US must start contemplating a 3rd world take over to maintain borders at the source and give these people a better life. But not like Iraq or Afghanistan. Divide each over thrown country(s)/areas into three zones - green (good), yellow (potential) and red (bad).

Then give local identity papers to each zone and invest/manage only in the green zones - gradually expanding with success. Yellow zones, poor but managed locally. Red zone is the jungle - practically a wide open prison. Citizens earn their way to better zones and punished by going down a zone. Maintain exterior and internal borders with a policy of containment not trying to maintain their local political/structures except in the green zones.

This would be financed via the investments in/from the green zones, using local people where possible. Also control the imports/exports of material and arms.

This may seem cruel, but perhaps over a period of years it could then be turned over to local rule with success and a better lot in life for them. If countries do not want this imposed, they would need to ensure they control their borders and not allow immigrants to over flow else where. I doubt however the west has the stomach for this ...

leaving aside how morally abhorrent this is, it would be an impossible strain on manpower and resources
governments have a hard time managing their *own* country, trying to take administrative control of half the world would be a disaster
and it would likely prevent these countries from ever becoming truly independent. look at current US colony Puerto Rico; still not recovered from the last hurricane, constant financial trouble, completely devoid of self-determination
and what reason would there be for the ruling country to improve things? as long as it keeps these areas powerless and poor, it can use them for cheap labour or as tax havens. or in some cases, as a nice source of natural resources like oil or rare earth

Not sure which is morally abhorrent, the current status or a re-colonization under some type of martial law. If this could not work, this leaves me to believe that it is truly racism or the race and IQ issue (i.e. no matter what resources or governing law provided, nothing could help them as their IQ is just not sufficient).

Can you really live in peace on an island called earth, with all these folks in such pain wanting what you have?
