He's basically right except that China did have firearms too. Just not exclusively the way European armies did. And there were certain warlords and factions that refused to use guns.
Also noteworthy is that the National Revolutionary Army outnumbered the Workers and Peasants Red Army by about 5:1

I am not an apologist for the CPC and my own in-laws were mistreated despite fighting for their country, but. In 1927 the KMT broke their alliance with the CPC and withdrew from Comintern. Then they killed up to 10,000 civilians they accused of communist leanings. The KMT fractured, basically a Nazi side and a commie side
Wang Jingwei (president) sided with the left wing of the KMT, but betrayed his country to the Japanese. Close friend of Mao and other founders up until then. He was deposed by a warlord, swore allegiance to the new leader-Chiang Kai Shek

The part of China that Japan didn't get to had twice the population of the US at the time, 3/5ths of the entire country. They already couldn't keep order in the eastern parts
The Chinese did have small arms, but they lacked in artillery, let alone having any tanks at all. Even in World of Tanks, the beginning tiers of the Chinese tank tech tree are either British and American lend lease, or captured Japanese tanks. It was only after Maoist takeover of China that they started to make better tanks, that too which were just Soviet copies.
The Japanese still had a relatively better condition in terms of armour, and since they already had a lot of artillery, Germany broke its alliance with China in 1938 and formed the Tripartite in 1940.
Beginning of the war I think they had like 35 tanks in the entire army.
Small arms were mostly LICENSED copies of German weapons
