Most of us have the main 2 parties on the ballot for positions. Those are chosen during a ā€œprimaryā€ election earlier that year. Then we have some third party type candidates.

For some reason California doesnā€™t have the same kind of primary election. It allows for 2 candidates from any of the parties for a position. Everyone else has 1 Democrat and 1 Republican plus any of the third party candidates.

Every decision that needs also to be made, the parliament (all the parties that are voted in) have a vote some things like the one that made us neutral religion needs 224 votes from the 300 that are in the parliament etc, others need half etc depends on how important things are
