Basically Asians, because of their statistical higher performance, have a penalty in college entrance scores to keep their enrollment numbers consistent with their percentage of the population

In other words, if Asians are 5% of the US, they will have to meet a higher standard than other applicants to make sure the student body remains around 5% Asian, whereas it might be 10% or more if it was just based on the best applicant
