When he wrote tickets to very poor people he would take cash out of his wallet and give it to them so they could pay the ticket. China doesn't give a lot of discretion to issue citation vs warning

Yes and no. They have traffic authority. So they can issue citations, stop cars etc.

But they can't arrest for burglary etc

Most Chinese cops don't go to an academy, they just get OJT

It's getting more paramilitary now, with basic training

But they also have service academies for police, graduates get a higher rank

Service academy is a common thing there, they have about 60 west points

It was pretty sad when he got killed, and tens of millions of Chongqing residents were posting online demanding the government to execute the killer

If they had given him life in prison, Chongqing would have declared independence
