There is one possibility that causes the Commifornians to leave, but it would require the dissolution of the US.

It would go something like: 1) CA jumps ship. 2) The northeast panics and also jumps ship 3) The blue elements in the red states flee

This would obviously cause mass chaos and is highly unlikely and probably not desirable.
