Right now I am just focusing on building and gathering.
Getting the community together.
Then I will lay down the ground work for rules and conserving.
But there will be a operation going on while it is happening.
Removing the top soil in the surrounding area.
Scrubbing down the houses and stuff.
I have the perspective of a city dweller, I know LA gonna go mad max real quick in a disaster
Basically removing any radiation from the area.

My concerns would be:
Long-term Food supplies (read: farming)
Long-term water supplies (read: rivers, lakes or groundwater)
Community defense (read: guns and ammunition)
Community coordination (read: electricity and radio)
Establishing relationships and resources for other things. Like producing the above.
Actually those who are tasked with that will be wearing radiation suits.
If the cities got hit, I'd probably be running somewhere. Either the armed services or to the Midwest depending on the situation.
One of my first things I will do, is establish homestead in a abandon military base, compound, or bunker.
....radiation suits is hard to get and radioactive particle can be finicky
Military does have a habit of abandoning stuff when withdrawing fast.
Vehicles, weapons, computers, etc, etc...
That's kinda ideal, but I'm not sure you could be assured you'd find something like that. And alot of those places aren't really suitable anyways from what I've seen.
The military will usually center around command.
Your best bet is the rain will wipe away most of the radiation
Yes, but there would be a reason they would run.
And desertion would probably be high, with alot of deserters hoarding military supplies.
Not to mention there is power plant nearby that could be restored if needed.

I wouldn't count too much on power plants.
Stillwater will not be hit, because it isn't important in sense. Most nuclear missile bases will be, but the rest of the areas will be abandon and not hit probably.
The military have plans for nuclear disaster and trained accordingly for 60 years
We will mostly suffer nuclear fallout to be honest.
You would need the supplies to run the generators and the technical expertise to operate and repair the facilities.
That is why I said community is the best.
Wide range of expertise.
Since this stuff is located in Stillwater and community be from Stillwater, I think we will be lucky to have all expertise needed.
Well that will be hard
Stillwater isn't that big of city.
I can cross Stillwater in 5 minutes.
If you're in semi-rural OK, you're probably already in good shape on that alone.

Generally, the people with advanced experience in engineering and tech lives in city, and we all know city gonna get fucked in a nuclear exchange
The stuff you'd have to worry about is the flood of refugees, the stability of community supplies and the stuff the city already imports.
Reason I said beefing up security.
I'd actually wager advanced engineering wouldn't really matter for immediate survival.
