The barrel for a gun must fit a specific diameter bullet to precise specifications (for accuracy and safety). The diameter of a 5.56 and 7.65 are different, so while you could technically slide a 5.56 bullet down a 7.62 barrel, you should never shoot a bullet out of a barrel built for a different round (excluding 7.62x51 and .308, which have the same diameter and length). The chamber (which is different than the barrel) might be able to have less precise specifications, but the same principle applies, not just to diameter, but to length as well.
