It's not solely from them that a country revolves around on. To pass a law, it will come from lawmakers, the HoR.

I can even say the same for Trump and Pence.

They have a Legislative Body that creates and passes laws, and they sign them.

Before that becomes a law, Political Parties go head to head in a debate whether that law should be passed.

If many reject that law, then nothing will happen.

So it's basically non-sensical to blame the President alone in a country that has a Legislative body.
