the nuclear energy industry grew out of the weapons industry. the manhattan project was the horse and the cart was the development of a miniature reactor to power nuke subs. as you can imagine a nuke sub has plenty of cooling water around it so no worries in that dept. building on that success, they took the same tech. and moved it onto land. they were not interested in thorium because the first priority was weaponizing atoms and the secondary outgrowth was harvesting the realeased energy.

a bad decision from the point of view of the environment , but that was an ancilliary concern back in the day. thorium is VASTLY more efficient, burning up over 98% of the nuclear fuel, produces far less harmful isotopes and the half lives of those are very short.

thorium is also much much simpler to harvest, very abundant
