Supposedly for “shovel ready jobs”... he spent almost none on that because it was a suggestion...that’s what is in a “bill”...suggestions...Obrainless spent it on illegals and other pet projects he supported and congress could do nothing about it...Trump has the same option...he directs the Treasury to hold funds till he gets all of his appointees confirmed and anything else he wants prioritized...In a budget money has to be spent as proposed in and passed into that budget...not so with a bill
