People will usually act out as much as they believe they can get away with. Barring those who are entirely ideologically possessed. If the law was applied justly you'd probably see a lot less violence from people looking for trouble. Like 90s NY where crime took a nose dive from Police just fining people for petty crimes and being seen as active.

I don't know if they would if they believed they'd suffer consequences. Like proper arrests.

The multiple stand down orders that officers appear to receive are what is real fishy for me.
