So I idled in centipede central, then it was gone and i got a pm invite to this discord... and /r/the_donald links to a different one. where can i get a quick rundown?

So I've been idling, has the california HIV madness already been talked about to death here?
I honestly can't wrap my head around the logic of reducing the criminality of willfully infecting people without warning
they say that it is to encourage people to get tested, because people apparently would rather not know if they're infected with a life-threatening disease than risk dealing with the consequences of... infecting people?
like, if i put myself in the position of someone who has lots of risky sex, and I think "hey I might have HIV" I would want to get tested so that i can take precautions against getting AIDS and dying.
the only risk I face is 1) stigma of having HIV 2) felony charges for infecting people without telling them after i have been tested
stigma is far outweighed by death from the disease imo, so its literally got to be the sort of person who *would* willfully withhold their condition to sex partners that are being protected here...
so they aren't targeting innocent people with this at all, for one thing. it's got to be purely a strategy to convince immoral scum to get tested.... which i guess makes some sense in a way
still doesn't seem quite right
at the very least i hope people who infect others without being tested themselves are charged with gross willful negligence
still though, if someone is HIV+, they've been tested already, and they're immoral scum... the incentive not to infect people has just been slashed dramatically
what really gets me is that they seem to be passing it off as a reform to a law from bygone days of prejudice against gay people... and its like, that only makes sense if you're claiming that people who are grossly negligent and go around infecting people are somehow representative of all gay people
which obviously they wouldn't want to suggest outwardly
so i guess the question becomes was this a change in law written knowing that it will cause more problems, or was it penned by true believer progressives who didn't really think about the details for fear of being bigoted
i would tend to expect the majority voting were the latter, but who knows
