Adm. Harry Harris Jr., the top American military officer in the Pacific, has warned lawmakers that it's a question of when, not if, Pyongyang successfully builds a nuclear-tipped missile capable of striking the U.S.

Rep. Thomas Massie, R-Ky., was the sole member to vote against the measure. The Senate will take it up next.

The bipartisan legislation is aimed at thwarting North Korea's ambitions by cutting off access to the cash the regime needs to follow through with its plans.

The measure is sponsored by Rep. Ed Royce of California, the Republican chairman of the House Foreign Affairs Committee, and Rep. Eliot Engel of New York, the committee's senior Democrat.

Specifically, the bill bars ships owned by North Korea, or by countries that refuse to comply with U.N. resolutions against it, from operating in American waters or docking at U.S. ports. Oil prices collapsed on Thursday to their lowest since late November as investor worries about the world's stubbornly persistent glut of crude erased most of the gains that followed last year's OPEC's output cut.

The slide worsened after OPEC delegates downplayed the chance that their group and other producing countries would deepen their output cuts when they meet on May 25. They did say current output cuts were likely to be extended.

U.S. West Texas Intermediate (WTI) crude futures ended trading down $2.30, or 4.8 percent, at $45.52 a barrel. Brent crude oil futures were down $2.53, or 5 percent, at $48.26 a barrel by 2:53 p.m. (1853 GMT).

Both contracts slid during the session to the lowest since Nov. 30, the day OPEC agreed to cut supply. They were on track for their biggest daily percentage declines March 8.

In the 10 sessions through Monday, the S&P 500 (INDEX: .SPX) has moved in the smallest range ever for such a period, according to a CNBC analysis of FactSet data going back to 1980.

While the low volatility that has marked the prior two weeks is certainly anomalous, it is part and parcel of the more general trend of declining market moves. Out of the 9,312 10-session periods the S&P 500 has seen since mid-1980, the S&P has traded in a range smaller than 1 percent in just 10 of them; five of those periods have come in the past year.

The prior 10 periods including Monday have seen an S&P 500 range of just 19.54 points, or 0.82 percent. That's narrowly smaller than the 0.83 percent range seen at the end of July 2016.

Erin Gibbs of S&P Global pins the lack of movement on positive first-quarter earnings, a low rate of earnings misses, and stability in earnings growth estimates. "We're just getting exactly what we expected three months ago," she said Friday on CNBC's " Power Lunch ."

Another cause of the low broad-market movement is the decline in correlations. Individual stocks and sectors are not moving as closely together as they had before, which makes it more difficult for an entire index to see a large (mono-directional) move.

It is worth noting that the low level of actual volatility explains the low readings seen for the CBOE volatility index (STOXX: .VIX) , or the VIX. It is hard for traders to bet on high volatility in the near future when the near past has been marked by almost utter stagnation.

Besides late July 2016, other sessions with 10-day ranges below 1 percent were seen in August 1993 and January 1994, based on FactSet data.

House Republicans are anxiously awaiting the release Wednesday of a congressional estimate on their recently passed ObamaCare replacement bill that could force them back to the drawing board.

The GOP-led House passed the bill earlier this month. While President Trump held a celebratory event at the White House to mark the accomplishment, the legislation still has not been sent to the Senate.

That's because the House is waiting for the final audit from the non-partisan Congressional Budget Office which will estimate the bill's impact. And the legislation needs to hit certain deficit-reduction targets -- saving at least $2 billion -- in order to allow the GOP-led Senate to use special rules and pass it with a simple majority.

If the final CBO 'score' finds the House bill does not meet those targets, then the chamber’s GOP leaders may have to rework it and hold another vote.

House Republicans say a re-vote is unlikely. But the possibility has leaders in a wait-and-see mode -- and there's no guarantee a revised bill could pass on a second vote, considering the backlash some Republican members experienced in their districts after the first round.

An academic study from researchers at Brunel University London assessed 171 men, looking at their height, weight, overall physical strength and bicep circumference, along with their views on redistribution of wealth and income inequality. The study, published in the Evolution and Human Behavior journal, ​found that weaker men were more likely to favor socialist policies than stronger men.

Brunel University's Michael Price believes this may be a product of evolutionary psychology.

"This is about our Stone Age brains, in a modern society," said Dr. Price. "Our minds evolved in environments where strength was a big determinant of success. If you find yourself in a body not threatened by other males, if you feel you can win competitions for status, then maybe you start thinking inequality is pretty good."

Taking his assessment one step further, Price wanted to factor in gym time to see if he could determine the relationship flow between strength and socialistic leanings. Saturday night, eight people were murdered in rural Mississippi at three different locations. None of the victims have been publicly identified, aside from one — Lincoln County Deputy William Durr.

Authorities arrested suspect Willie Cory Godbolt early Sunday morning. The timeline of the killings isn't clear, however it appears the murder of Durr was the last in the sequence.

Prior to Godbolt being taken away, a reporter for The Clarion-Ledger spoke with him on camera:

Godbolt [said] that he had gone to a residence off Lee Road in Bogue Chitto in order to talk about his children. At some point neighbors called police, and that's when the deputy arrived to try to calm the situation.

That's when Godbolt allegedly killed the deputy. Speaking with the reporter, the suspect apologized:

"My pain wasn't designed for him. He was just there," Godbolt said of the deputy. "We was talking about me trying to take the children home ... somebody called the officer ... that's what they do, they intervene. It cost him his life. I'm sorry."

When the reporter asked him what his intentions were, Godbolt flatly stated: "Death. My intentions was to have God kill me. I ran out of bullets ... Suicide by cop was my intention. I ain't fit to live. Not after what I've done."

Alibaba shares hit record highs Thursday before the markets even opened.
Shares of the e-commerce giant were up around 13% in premarket trading after the company forecasted a nearly 50% year-over-year increase in 2018 revenue. The increase was much higher than 35.8% growth that analysts had forecast, according to Yahoo Finance.
The growth is impressive but less so than the numbers Alibaba posted in its fiscal year 2017, which ended in March. Last fiscal year, the company increased revenue by 56% demonstrating Chinese consumers still-growing hunger for online shopping.

It has been a long haul back from the dead for McDonald's (MCD) , but signs of life on several fronts continue to emerge.

Credit Suisse analysts raised their price target on McDonald's by $8 to $157 in a note Thursday, citing "continued momentum," as "SSS [same store sales] among our franchise contacts have accelerated from 1Q17 [first quarter], with each month better than the last."

The stock closed Thursday's session at $151; a year ago, it was trading at $123.09.

Among the menu offerings that have driven growth are $1 soft drinks and $2 small coffee. Additionally, franchisees told the analysts that improving food quality and operations may now be helping to lift market share. Other upcoming changes are a nationwide roll-out of chicken tenders that are now being tested.

"While the stock may look expensive on an absolute basis, we note McDonald's trades in line or at a discount to most of its franchise peers," wrote Credit Suisse analysts Jason West and Jordy Winslow.

(Reuters) - U.S. stocks opened higher on Monday, with the Dow Jones Industrial Average hitting a record high, as investors snapped up beaten down technology stocks.
The S&P technology sector (.SPLRCT) is coming off its second straight weekly decline, triggered by fears of stretched valuations and investors moving money to other sectors. Tech stocks have led the S&P 500's rally this year.

Apple provided the biggest boost to the three major sectors. The tech sector's 1.25 percent rise led the gainers on the S&P 500.
Consumer staples stocks, which were battered on Friday after Amazon.com's (AMZN.O) $13.7 billion deal to buy upscale grocer Whole Foods (WFM.N), added to their losses in early trading.
The deal by Amazon, a proven retail disruptor, marked a major step by the internet retailer into the brick-and-mortar retail sector.
Wal-Mart (WMT.N), Target (TGT.N) and Costco (COST.O) reversed premarket gains to trade lower.
At 9:43 a.m. ET (1143 GMT), the Dow Jones Industrial Average (.DJI) was up 75.35 points, or 0.35 percent, at 21,459.63, the S&P 500 (.SPX) was up 11.35 points, or 0.46 percent, at 2,444.50. The Nasdaq Composite (.IXIC) was up 58.87 points, or 0.96 percent, at 6,210.63.

Back in early February, Costco began a powerful new rally leg with the help of high volume breakout gap. This news inspired ramp lifted the stock over 2.4%, ending a 10-week consolidation in the process. After a big move throughout February, Costco filled the Feb. 2 breakout gap in mid March. A fresh rally leg followed that drove the stock to new highs. Following two huge distribution days Costco has returned to this major support zone.

In the near term, investors should keep a close eye on the $164.00 to $162.00 area. This major support zone includes the December high, the Feb. 2 breakout gap and the 200-day moving average. If the stock can regain its footing here, despite the massive amount of recent damage, a very low-risk entry opportunity will develop. On the downside, a close back below $161.80 would violate the February low, indicating more downside is likely.
