The idea is that people being allowed to consume booze would put them on the road to becoming drinks and alcoholics, and that they simply couldn't be trusted.
Nevermind the fact that, for a lot of European history, we've substituted booze for water, because it was typically cleaner. Children had brandy for breakfast, and they could still learn to drink responsibly.
