WASHINGTON (Circa) โ When the Red Hen opened its doors Thursday, it was greeted by a mix of picketers and prospective customers, the remnants of anger and energy lingering after the rapidly-shifting spotlight of political controversy moved on.
The Lexington, Virginia restaurant had closed for nearly two weeks amid threats, harassment, and protests after its owner interrupted White House Press Secretary Sarah Sandersโ dinner and asked her to leave on June 22. One protester was arrested last week for allegedly throwing chicken feces at the restaurant.
The owner has defended the decision, saying her staff was uncomfortable serving a representative of the Trump administration. Alongside other cases of Trump officials having meals interrupted by activists, though, it spurred a public debate over the depths of incivility on the left.
Two thousand miles away, President Donald Trump took the stage Thursday at a campaign rally in Great Falls, Montana, regaling the cheering crowd with extemporaneous attacks on his political enemies. At one point, he promised if he ever debates Sen. Elizabeth Warren, D-Mass., whom he derisively referred to as โPocahontas,โ he will throw a DNA test it at her and demand she prove her contested Native American heritage.
"We will take that little kit and say, but we have to do it gently. Because we're in the '#MeToo' generation so I have to be very gentle. And we will very gently take that kit and we will slowly toss it, hoping it doesn't hit her and injure her arm even though it only weighs probably two ounces,โ he said.
Trump also unleashed insults against Rep. Maxine Waters, D-Calif., who was recently scolded by her own party leadership for encouraging people to โpush backโ against administration officials in public. He has repeatedly labeled her crazy and โlow IQโ while she has reportedly faced death threats over her comments.
Democrats and feminists were not Trumpโs only targets. He mocked former President George H.W. Bushโs use of the phrase โa thousand points of lightโ to promote volunteerism and complained about cancer-stricken GOP Sen. John McCainโs vote on a 2017 health care reform bill.
Also on Thursday night, police in San Antonio, Texas arrested Kino Jimenez, a 30-year-old man accused of accosting a teen Trump supporter in a Whataburger, throwing a drink in his face, and ripping a โMake America Great Againโ hat off his head. Trump and his campaign manager have offered to send the victim a new signed hat.
These incidents represent the latest symptoms of a chronic disease in American political discourse that experts say is growing more severe and more difficult to cure with Donald Trump in the White House.
โThe vitriol and the division in our politics has been ongoing,โ said Cornell Clayton, director of the Thomas S. Foley Institute of Public Policy and Public Service at Washington State University and author of โCivility and American Democracy.โ โI think Trump has exacerbated it, but heโs not the cause of itโฆ Heโs taking advantage of it in a lot of ways.โ
Michael Cornfield, an associate professor at the George Washington University Graduate School of Political Management and director of the Public Echoes of Rhetoric in America Project, sees Trumpโs deliberate rudeness as one of two major factors escalating incivility. The other is the spread of smartphones as a means of communication, changing the way people interact.
Smartphones disorient people, and a lot of what civility is is knowing where you are, who youโre with, and our standards change depending on where you are and who youโre with,โ he said.
Cornfield has found Trumpโs behavior to be less of a deviation from typical hardball campaigning than others, at least when it comes to attacking other politicians, foreign countries, and the media.
โTake name-calling, for example. A lot of people have gone after Trump and said thatโs rudeโฆ,โ he said. โName-calling is standard in American politics, particularly when you are campaigning for office.โ
Carolyn Lukensmeyer, executive director of the National Institute for Civil Discourse at the University of Arizona, pointed to additional causes of division, including partisan gerrymandering, voter suppression, and too much money being spent on politics.
โAmerican politics has been broken for some time,โ she said. โIt did not just happen in the 2016 election.โ
This is not to say Trump and the cavalcade of candidates who rolled in the mud with him throughout the campaign helped matters any.
โWe saw behavior modeled by people running for president of the United States that we havenโt seen before,โ Lukensmeyer said.
Many progressives see calls for civility in the battle against a proudly uncivil president who ran on combating โpolitical correctnessโ as unilateral disarmament. Liberals harangued Senate Minority Leader Chuck Schumer, D-N.Y., at a town hall Monday with demands to resist Trump and discard decorum.
โWe are in a gunfight and we have a butter knife,โ one activist said, according to the Washington Post.
Others warn matching Trumpโs egregious behavior with their own further energizes his base and alienates moderate voters.
โDonald Trumpโs all-over-the-place, very unpresidential vitriol is contagious and has destroyed the Republican Partyโs ability to speak to swing voters,โ said Democratic strategist Craig Varoga. โThe challenge for Democrats in this toxic environment is to learn from Abraham Lincoln and Martin Luther King, who personally may have experienced outrage but were never publicly outrageous, and always remained strong and reasonable under the most excruciating circumstances, and always kept the moral high ground.โ
Politics in America has rarely been a polite enterprise, but Lukensmeyer said the rhetoric is currently the worst it has been since the post-Civil War era. The institute had a graduate student watch every modern presidential debate before the Trump-Clinton debates, and the difference was stark.
โThere just was no kind of personal attack like we saw between Clinton and Trump and the kind of stalking behavior we witnessed on the stageโฆ,โ she said. โIn terms of literally the actual language, sometimes inciting violence, that has not been seen in modern political history period.โ
One significant change in the wake of the 2016 election is the continued animosity people feel 18 months later not just toward candidates but toward each other over whom they voted for.
โWe still have Americans hating, vilifying, and demonizing people who voted for the other candidate,โ Lukensmeyer said.
The National Institute for Civil Discourse has received calls from people unable to interact with relatives at holiday dinners, religious leaders dealing with congregation members not speaking to each other, and corporations whose staffs have not returned to pre-election levels of productivity.
Alan Dershowitz, a prominent attorney and former Hillary Clinton supporter, has witnessed this backlash as he becomes increasingly vocal in defending the legality of President Trumpโs actions. He complained in an op-ed for the Hill this week that he has been shunned by liberals in Marthaโs Vineyard as a result.
On Fox News Thursday, Dershowitz went further, telling Tucker Carlson, โAt a party this week on Marthaโs Vineyard, a woman said, โIf Dershowitz were here tonight, Iโd stab him through the heart.โโ
Another difference from past periods of political division highlighted by Clayton is the open incivility of the White House itself, which recently used its Twitter account to accuse specific Democrats of supporting MS-13.
โYou havenโt seen the sort of explicit baiting of the opposition coming from the White House,โ he said.

AUSTIN, Texas (KWTX) - State lawmakers, over a series of public hearings this summer, are compiling data about confiscating firearms from Texans identified as having โRed Flagโ issues in their backgrounds.
The most recent hearing held June 25 in Austin gathered testimony from both sides on the issue and that information will be added to testimonies collected at several other public hearings through mid-August.
The Texas House Criminal Jurisprudence Committee, chaired by state Rep. Joe Moody, R-78, of El Paso, was tasked by the governor to provide guidance in the stateโs efforts to curb school campus violence.
It is today a commonplace refrain uttered by someone after each new mass shooting: โWe should have seen this coming,โ or โThere were red flags.โ
The issue under study, should some version become law, would allow authorities to identify a suspect as having red flags in his or her background, like family violence reports or truancy, juvenile or adult criminal history or other issues associated with mental illness, or violent behavior by attaching those red flag warnings to that personโs case history.
Then once identified, police would have broad authority to seize any weapons that suspect might own, even if they were owned lawfully, as a precaution.
Last year when 26 people died in a shooting at a rural church in Sutherland Springs, investigators quickly learned the suspected shooter had escaped from a mental health facility, previously had received a domestic violence conviction and had a record of a stand-off with police: those would have counted as red flags, police said.
Then when a student at Santa Fe High School in Southeast Texas shot and killed 10 students and teachers on that campus, Texasโ second high-profile mass shooting within six months, lawmakers and others began asking if Texas should have its own โRed Flagโ rule.
In his School and Firearm Safety Action Plan, released on May 30, Texas Governor Greg Abbott charged House and Senate jurisprudence committees to โstudy a protective order law to keep guns out of the hands of those mentally unfit to bear arms, but only after legal due process is allowed to ensure Second Amendment rights are not violated.โ
Waco attorney Stan Schwieger says without extreme caution in crafting such a statute, there is a conflict, potentially, between the U.S. Constitutionโs 2nd Amendment and the state law, which is inferior to the state constitution.
Five states have statutes that allow for the โtemporaryโ confiscation of firearms from a person โby a judge, if they believe individuals pose a threat to themselves or others,โ the governorโs charge explained.
Abbott suggested the committee consider โadopting a red flag law allowing law enforcement, a family member, school employee, or a district attorney to file a petition seeking the removal of firearms from a potentially dangerous person only after legal due process is providedโ.
As of March 2018, Texas State Rifle Association says, five states have laws that allow guns to be temporarily taken away and in each existing case lawmakers say a proper approach should focus on quickly identifying those who pose a risk without infringing on the rights of lawful gun owners by maintaining the highest standards of due process.
โRed Flagโ or โextreme riskโ protective orders create a mechanism to separate a potentially dangerous person from firearms for a period of time.
Texas law currently has a system where victims of family violence can seek a protective order that protects both them and the due process rights of those they seek them against.
