There are some concerns with keeping counties accountable, and each country set its own standards. This means that it's incredibly easy for a country to do the bare minimum. However it's really very good that all the counties (at least at the time ๐Ÿ˜ ๐Ÿ˜ ๐Ÿ˜ ) came together
