Got a close look today. One of the "FBI - report hate crimes" boards. It's off a frontage road, in a field with barbed wire fencing around it. Seems pretty safe if done at night, but parking is tricky. There are plenty of places to park down a side road, with an exit out the back.

I wasn't able to look for weaknesses in the fence, that'll have to be done. It has a ladder ending 10 feet or so above ground level, and another ladder of the side of the two opposite boards at the top. The main ladder is opposite the side we want to cover, and this works to our advantage.
