And since Cortez's base is the most energized and active part of the base, they won't risk alienating them further. They need footsoldiers to run door to door for voter registration drives and campaigning.
If Crowley was mounting a serious challenge, he would have been making noise already.

Money and people are different resources.
You need both.
The Dems use money to buy people. That's Soros's schtick.
actively campaigning (volunteers and all) works, might not always win but its a fantastic way to get awareness out or get out to vote

And that's far from the only place it's happening.
In fact, I’ll have to check on the current one, but the one I worked on during state elections almost exclusively did small individual donations
