Make Luthor's only part in this be setting up a fake hostage situation to get Batman and Superman to fight for his enjoyment, and make it something simple

If you're gonna have Lex make a monster, make it Bizzaro that Superman and Batman have to fight together to beat

Subtract the subplots about setting up Justice League aside from maybe at the end Batman making note that he has tabs on other super humans around the world
