state schools only for the most gifted and smartest
and if they fail they have to go to private school

What about schools that teach the unwashed masses how to get a job, to help the nation
I estimate that more than 30 percent of the population
are so genetically stupid they will auto fail any education..
just give education to the elite.. and only if they get good grades..
and treaten the parents with expulsion so they are dependentent

success in state school should mean that you get elevated social rank
that you become nobility and eligable for work in the goverment
and in the beurocracy
