It's more than just dying from this infection, but the aftershocks w/a swamped medical system. While the hospital is running on 200% capacity (ala Italy), they're already triaging treatments. Meaning those who could have been saved on the severe end are let go because of limited resources.

On top of that there are other conditions that requires hospitalization, ranging from chemo treatments to strokes and car/work place accidents. These victims/patients will have no beds available to them because all capacity is consumed by corona. The deaths will spiral into other health crisis events.

Or any other preexisting conditions. Even if you're perfectly healthy, there's no reason to get infected voluntarily for 2 reasons.
1) Passing it onto someone who could die
2) +1 to mutation chance by volunteering yourself as a vector. No reason to increase mutation changes to creating a deadlier strain in your body

Yes and the responsible thing for govt is institute a state of emergency. Be mature and upfront w/the American public. Something as simple as this;
"Dear fellow Americans. We are at the eve of a great battle against an enemy we cannot see. This not like any war that can be won with bullets and bombs. For the first time, this is a war that everyday Americans like you, can contribute to the front lines. While our health care workers are risking their lives attending to our sick and infected. We as a nation, need you all, from business owners to hourly wager earners. To work together in combating this grave threat to our nation.

I will be working with Congress to see to it that aid is provided to relieve families and businesses that will be impacted by this quarantine. The nation is calling upon you now to help us in this endeavor. Please remain in your homes so that this storm too, shall pass. This great nation has faced many threats, from the Cuban Missile Crisis to 9/11. I have confidence in you all that we will come out of this stronger, but it requires us all to act accordingly. "
