If every 13K yrs, the earth's magnetic pole shifts and the shift takes place over a relatively fast period geologically speaking (say 50 yrs), there would be traveling pockets which would irradiate all life within those pockets. Given the resolution of the geological stratum, we would find little to no evidence of this effect, especially if the shift allowed the solar radiation to induce earthquakes in the earth's crust.
