Farming fields aren't as important since you can smoke them with incindiary bombs if need be, and even if there are farming fields you still need logistical resources and refinement of crops to be of any use.

Military bases are only of interest if they're currently occupied by armed forces. During a war, the majority are usually out in the field and not located in fixed bases.

And if they are, those fixed bases have defenses against nukes (either by being built as fortified bunkers or having anti-missile defenses).

Nukes were built for cities in mind, because they are as much a weapon of terror as they are a strategic weapon.
