my county has an electric co-op that seems to work pretty well. everyone who pays for power is a shareholder. it's more reliable and much cheaper than the city-run electric utility which only serves city limits

They're regulated by local government but handle their own maintenance

but with your electricity, the wires and receptacles are owned by your landlord/you and then the local district you live in
