No, @Cody Has to admit that if it is mostly genetics there isn't anything we can do in our lifetime that is humane to solve that Problem. To believe its enviromental makes it easier to think, that there are things we could do to solve that.

If it is genetics there isn't much we can do about that that doesn't fall in the Eugenics and forced selective breeding category.

Europeans and Asians have hundreds of years of selective breeding behind them, that favored certaint traits that caused them to be sucessful in higher populated areas.

Africans didn't have that, they still llived in small tribes when the white man came.
