back in 99, Vancouver started getting snow anually ( see : *San Francisco North* ) and typically, whenever we / they got that first dump of the year, the whole fucking city shuts down.
The FIRST time it happened
they didn't have and / or could not operate enough plowtrucks / grators in time
there are / were a bunch of cities on the West coast that had, until 2001 pretty much, never seen any substantial snowfall
Even Victoria, in 2014, got a smidgeon of snow ( like 1/4 inch ) and because no one ""here"" has ever had any experience driving in it
the power goes out because they crash into transformers.
It's. . . really weird to grow up in essentially Minnesota, and then live somewhere where people are *literally incapable* of dealing with **actual. WINTER.**
