the camera had too high of exposure to see the verry thin ring
you get bleed to the pixels arround it
Or it's from.the slight haze causing the light to scatter
Creating a bright region arround the ring
Bright enough to get full white on the camera

The difrence is that the light source is from the object in the case of glowing
With shining it's reflected

tho sometimes I guess the difrence would be intensity

and not necessarily where the light comes from

so the sun shines and it reflected and the moon glows and therefore its self illuminating
