that the air below the laser is bending light downwards stronger than where the laser is
or that the air above the camera is bending the light up stronger than the camera is

die to my understanding these are equally possible directly above a body of water

if the body of water is warmer then its the second one thats more likely

second one if the boundry layer is where the laser is

both by the way dont tell you if the gradient is the same at higher altitudes by the way
in fact it shows its not because you will only see it curve up or down if the camera is in a lower or higher gradient region than the laser
