Anywhere there is high unemployment rate
rate of crime drastically increases
its not because of genetics
or Human gene
You say it is because of the environment and success being good.
What made the environment good? What made western civilization

The opposite is true
Look at Africa and Europe
Africa, rich in natural resources and Europe which had few in comparison
The better the environment the worse the people become
you could put it like that
more challenges require more solutions
which means gotta use the big ol noggin up there more

And giving them money or putting them in a wealthy nation wont and hasnt changed that.
