All it takes for this situation to be resolved is an embargo on Turkey.

And yet NATO believes that the Turkish invasion of Syria is a way to bring Turkey closer to the West, and worsen the Russo-Turkish relations.

I don't think this wel end peacefully.
Those people have been told that there are free gibs in Europe, seeing as how they caught some of them with a Turkish passport I assume that it was also a way for Turkey to get rid of some people they don't want in the country meaning that those guys really have nothing to go back to.
That said shooting the migrants is attacking the symptom and not the core of the problem.

Turkey doesn't want to get rid of the people, it wants to threaten and blackmail Europe.

I think a peaceful solution would be to make it clear that they won't enter the country and build a big Berlin style wall.

Turkey won't stand a chance against an embargo of such scale.
