You can make assumptions basing on statistics though, however, it may lead to that "evil" of yours being done on the majority of arrivals.
It would be easier for an ~~incompetent~~ state. But in the case of Europe, the countries that have similar cultures aren't in war, and they don't have any refugees to give.
Speaking of "evil", isn't it "evil" to risk applying potentially ineffective education methods on immigrants from muslim countries, when it may result in someone getting gangraped?
