Alliances shouldn't be made based on how similar nations are. They should aim at strengthening all members of the alliance, which could result into actions which go against what you just said. An alliance between Germany and France might be more beneficial to Germany rather than an alliance between Germany and Holland.

The thing with EU is that it was made to serve the West's interests, and countries like Greece or even the UK were damaged by that.
