I was under the impression that Reagan was a celebrity.

He was, but Trump was the one that truly set that precedent

A lot of celebrities now are considering a run, in some capacity

Maybe he disagreed with Obama's policies, had views in conflict with those policies, and because Obama used the executive office to pass his policies they were easy to reverse.
