But as youtubers pulled in shit tons of viewers and shit, advertisers realised there's a market for it

It was never designed to, no. Google made it possible by running ads, but other than that, it was designed as a place to post home videos.

If Google just removed monetization entirely and relinquished everything but the most basic of TOS conditions, everything would be fine. Maybe search algorithms could stay, but other than that, there are too many holes in the ship to fix all of them and keep YouTube afloat
