I'd actually argue that nobody under 18 needs a cellphone, but I grew up in the dark ages, way back in the 90s.

Some countries probably do. I have no evidence to back this up, but if the Chinese government is willing to set up gaming curfews for minors, they probably have some laws in regards to cellphones too.
