Many empires, back at their time periods, achieved or almost did achieve world dominance
Most of civilization back then was centered in the middle East, Europe, and Asia and some of north Africa
And then, by the logic back then, The Romans did achieve complete dominance
But they wouldn't be able to have done that at any different time of the world

Like their strategy was mostly stock together and have more troops and bash the armies together until you win
If they had gone against say the Guerilla warfare during Vietnam they wouldn't have lasted long
Or even against the Americans when they fought for independence
I think the only few nation's that achieved world dominance ever since all lands were settled around
They completely changed typical war strategy
