Since they were guaranteed, the gov backed banks were able to do whatever they wished with their consumer's capital, obviously this caused them to fail since they had no sense of risk so ofc the gov steps in to bail them out. It was a sham, the banks should have failed and would be replaced by other banks or smaller competitors
