#3 is to address situations like politicians sticking "we must control the internet" in the fine print of a bill created to address something like housing the homeless, right?

That's what they do. "We must control x or y," usually in the name of preventing discrimination against minorities or encouraging diversity.
The internet is a very contradictory place though; it’s encouraged to never provide your real name or your personal data to the internet for the sake of saftey.
*but its also against the law to fake your identity on the internet*
